Protection Coordinator/Global Protection Cluster, International Rescue Committee, Geneva

Job description

Scope:
The position is to support the implementation of the Global Protection Cluster Protection (GPC) Mainstreaming Task Team Workplan. The Task Team was established in 2012 to strengthen the protection mainstreaming capacity of global and field clusters. In 2013, the Task Team received funding for a project until 30 September 2014 to implement the following activities:
1. Develop inter-agency protection mainstreaming training package (A separate consultant position will be responsible for this aspect of the project)
2. Facilitate the roll-out of the protection mainstreaming support package to at least four countries
3. Global level coordination of the protection mainstreaming initiative within the GPC and with other clusters at the global level
The Protection Mainstreaming Coordinator, under the strategic direction of the PMTT co-leads, will be responsible for ensuring timely implementation of the workplan. (S)he will liaise with members of the Task Team to maintain contacts with other clusters, and will support the roll-out of tools developed, including through field trainings.
The position is administratively hosted by the International Rescue Committee, and reports programmatically to the two Task Team leads (World Vision & International Rescue Committee). The Protection Mainstreaming Coordinator will be based in Geneva, but will be expected to regularly travel to field sites (e.g. Central African Republic, Democratic Republic of Congo, Mali, Pakistan, and South Sudan).
Responsibilities:
  • Coordination of the GPC Protection Mainstreaming Task Team (organization of meetings, follow-up of members and task team activities, administrative tasks including taking minutes, sharing for comments, disseminating and filing final minutes) (30%)
  • Maintain regular communication with Task Team members and Global-Level Cluster leads, including Areas of Responsibility. (10%)
  • Training, coordination, and administrative support for rollout of the GPC Protection Mainstreaming pilot support Package with field cluster members (Protection & non-Protection) (40%)
  • Ensure timely compliance of grant requirements (budget, reports) (20%)
  • Perform other duties as requested by the Task Team leads
Qualifications:
  • Masters degree in Law, International Law, Human Rights, International Affairs, or related field
  • Minimum of three years of professional experience in protection and/or coordination work at the field level
  • Minimum of three years of overseas professional experience in program implementation including monitoring and evaluation
  • Must be fluent English & French (written & spoken)
  • Previous working experience with UNHCR is an asset
  • Knowledge of the cluster system essential - experience an important asset
  • Strong understanding of protection principles and likely protection concerns
  • Ability to work under pressure and manage competing priorities without daily supervision
  • Strong interpersonal, intercultural and communication skills
  • Demonstrated analytical skills and report writing experience required (writing samples will be requested)
  • Demonstrated training and facilitation experience
  • Willingness to travel 20-30%
Other Information:
  • Applicants must already be in possession of a valid work permit for employment in Switzerland or must demonstrate that procurement is under way (e.g. spouses of Swiss citizens). The IRC will not assist in obtaining a work permit.
