Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.
The International Rescue Committee is in discussions to run a 24 (40)-bed, Ebola Isolation Unit (IU) in Bo, Sierra Leone. The Unit will be a high-capacity, isolated unit which will require the oversight of 87 staff including 7 international staff, over a period of 3 months. Given the magnitude of the need, the plan is to set up the Unit immediately. Staff safety is an absolute priority and strict adherence to infection control procedures with be undertaken to protect staff. Given the demanding nature of the work, staff will have ample rest time.
SCOPE OF WORK/RESPONSIBILITIES
  • Supply Chain Management
    • Responsible for logistics/supply planning through coordination with the government Central Medical Store, District Medical Store, the IRC Country Office and other supply chain partners.
    • Coordinate receiving, transportation, storage and distribution of medical supplies and equipment, specifically PPEs body bags and other Ebola essential items.
    • Monitor and assess supply operations and control mechanisms and advise on appropriate actions to take.
    • Develop and implement system to ensure a one-month buffer stock of critical supplies
    • Inform IRC IU clinical, and other country program staff of slow and fast moving inventory, upcoming distributions or deliveries, incoming materials and quality issues to ensure maximum use of available transportation, storage space, manpower and other resources
    • Communicate and report quality issues with respect to supplies and/or service agreements.
  • Fleet Management
    • Assess vehicle needs and provide recommendations on improving vehicle services.
    • Manage isolation unit drivers and vehicle usage
    • Develop simple dispatch system to track movement of ambulances to and from the isolation unit.
  • Procurement
    • Identify additional local, national, and international vendors in compliance with IRC policies.
    • Conduct procurement of supplies and equipment unavailable through the MoHS medical stores.
  • Asset Management
    • Ensure that all assets and property are properly managed in accordance with IRC policies.
    • Ensure proper tracking of all IRC assets movement and issuance, including continuous maintenance and update of program assets listing for review by the Senior Supply Chain Manager.
    • Make recommendations on asset disposal and replenishment.
  • Security and Safety Duties
    • Monitor the security situation in and around Bo and continuously update long-term security plans for IRC Bo compounds.
    • Provide assistance and oversight with regards to security procedures.
    • Orient new and continuing staff on security related issues.
  • Compliance
    • Maintain and implement the IRC standard procurement policies and procedures
    • Ensure that a transparent and responsive procurement process is implemented and maintained.
    • Identify potential vendors and establish an accountable and transparent system of business by strictly following IRC vendor relationship as indicated in procurement policies.
    • Ensure that compliance with policies is documented through systematic and random verifications of policy implementation and Supply Chain records, based on a schedule agreed with the DDO
    • Promptly inform the DDO /CD of any areas of concern of potential or suspected violations of policies and procedures
    • Ensure there is no negative audit observations/findings related to Supply Chain. If required corrective actions plans are developed & implemented to address audit findings
  • Staff Supervision & Development
    • Recruit, train, and manage logistics staff.
    • Directly supervise 3-5 logistics staff
    • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
    • Overall responsible for logistics staff work plans, work and vacation schedules, and staff training/development activities
  • Coordination & Representation
    • Develops and maintains effective coordination and long-term relationships with external stakeholders, representing IRC positions, promoting long-term strategy and resolving problems/conflicts
    • Work closely and coordinate with IRC clinical IU, finance and grant staff to ensure timely program activities and expenditures.
    • Represents IRC in District EOC Logistics pillar meetings.
  • Program Development
    • Advise on supply/logistics requirements for possible development of additional isolation/treatment centers.
  • Professional Standards
    • All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.
REQUIREMENTS
The ideal candidate will have:
  • University degree in Supply chain Management, Logistics, Business Management or related field.
  • At least 3 years progressive management and leadership experience, including in health-related emergency supply chain management.
  • Experience in Africa essential, preferably in West Africa and experience in Sierra Leone a strong advantage
  • Significant experience in other logistics-related roles
  • Experience in supervising and managing others in a logistics capacity
  • Availability for a minimum of three months
  • Willingness to work in unstable areas
  • Adaptable and able to work in a multicultural team
  • Flexible and able to manage stress
  • Warehouse management skills
  • Familiarity with cold chain maintenance and procedures
